G'day, my mountain bike has lock out suspension but how exactly do I lock it out for better use on the road?

There should be a dial/button/lever or some other do-dad on the crown at the top of one of your fork stanchions - right hand side typically.

it has a dial on the top of both parts of the fork, do I turn them clockwise? I suspected it was done via these but not sure exactly how.

Read the manual, or the website for the fork.
Failing that, it would really, really help if you told us exactly what brand and model of fork it is because they have different dials and stuff to do different things.
Or you could try things out and see what effect it has. You won't break anything by experimenting with the dials and stuff.

The bike is a progear kx80 and the fork model is RST Gila SL

theres a knob on the top of the right fork tube.
turn knob then push down on shocks.
if it doesnt move, its locked.
if it does move, its unlocked.
voila'
the smaller black knob/dial on the left fork 'sort of' adjusts spring pre-load...
