What can you tell me about power assist bikes?

My partner and I, and our two small, but heavier by the day children, live at the bottom of a gravity well.

Currently my partner hauls the children out of the well no more than twice a week. Next year, our eldest starts kindergarten. It is on one of the shallower ascent routes, but it will still mean six return trips per week. The distance is somewhere between 2 and 2.5 kms.
(Primary school the year after she'll only have to do afternoon pick-ups, it will be a little shorter, but steeper).

My beautiful offsider is finding power assist very tempting, and possibly necessary to keep riding and not drive.

So, what are people's experience's with e-bikes? Do the batteries last? Can they cope with a bit of rain? What are re-charging times like?

Would an off-the-shelf e-bike suit best, or is converting an old, but honest, bike to electric assist a better go?

I'd love to hear about people's experiences.
