Good idea. Trouble is, it will have no effect on the attitudes of the drivers who are currently licensed. That's the trouble with a system that gives out licences at at 18 or so and doesn't ordinarily require any more testing for the next 50 years or so. Regular retesting would be a Very Good Thing, both from a pro-cycling perspective and more generally, but I can't see it being politically acceptable. Pity.
