you forgot sikhs, now you could segue from sikhs to helmets via the turban, its why my mate in Melobourne doesn't ride a bike, the hair top knot doesn't fit under the helmet.

in all seriousness there are some avenues. they can tie the hair knot lower so a helmet can fit, albeit not very comfortably, they can literally let their hair down or get an exemption on religious grounds. I understand however a faithful to all manners of the religion sikh will not cut any hair and always have their head hair covered, whether full turban or brief top knot variation (commonly used when playing sports involving running), so an exemption would be potentially be their only avenue if they could get it and since if they wanted one, they need only seek (sic) a sikh MD for the certificate they would have a very good chance of gaining it I would have thought.
