Blocked Traffic Island Ramps

It seems that every time I cross over a dual carriage way via the traffic islands, I come up against a car that has stopped at the white line and totally blocked the access between the island and the connecting path. (I'll give credit where it's due though - the car immediately behind them almost invariably waves me through).

Maybe the white lines should be shifted further back and the ramps positioned forward of them (preferably within a green zone)? Or possibly position the ramps further back so that cyclists can at least pass behind the first car in the line?
