You could make the fine $10,000 per km/h over and it won't mean jack if there's no enforcement. Risk of being busted is a much greater deterrent than higher penalties.

That's it. If you increase the fine you still don't modify the behavior because most don't believe they will get caught. It is the catching that modifies the behavior.
