The Victorian Road Rules 2009 (the most current) can be downloaded here. Enter "Road Rules 2009" in the search box, and check the 'Statutory Rules' button.
I am not going to go through and summarise all the rules that may apply to cyclists - Inwood has done a marvellous job on the Qld rules here and they are not very much different to Victoria's, except Vic only allows children under-12 and any supervsing adults to ride on footpaths, in contrast to Qld's blanket permission.
