according to the parents they were initially told, no alcohol involved, just a tradgic accident,
then it emerges that the offender was the son of a policeman stationed nearby ,but the selection of a faulty breathalyser and the decision to treat a car park used by the public as private could just be co incidence

OK, maybe minors are allowed to drink alcohol, but what is the allowed BAC for a L plater? Bring private property there probably isn't one.

no, minors ARE allowed to drink alcohol; the key issue is whether or not they are on licenced premises. They want to keep minors out of pubs, NOT keep minors off the booze.
In regards to drink driving, it says you can't operate a motor vehicle - it doesn't restrict it to a road related area.

Now if that drink driving offence doesn't strike you as *&W#^% INSANE, I don't know what could. As a criminal offence, booze and driving is not on... yet you can speed, and do all sorts of nutty gear as long as you're on private property!
