It has been around for some time ... maybe a year now. I doubt they still run that campaign. Their current campaign for cyclists is at

I think that particular video has been circulating for at least 2-3 years.
Riding bikes in traffic - what seems dangerous is usually safe; what seems safe is often more dangerous.
