Police report made within 24hrs?
if you have the license details, maybe a registered letter with a copy of the quote and timeframe to pay, making the assumption, the phone has failed/been lost rather than avoiding you. If that fails, couple of letters of demand and a visit to the local courthouse for a hearing date, you can speak to the chamber magistrate at no cost.

Thanks for the advice guys. I think I will send a formal letter with the quote. Then if no luck there get some representation.
