Not sure if this got mentioned elsewhere .... take home points seem to suggest its about taking the usual form of pinging cyclists.

The final paragraph

Cyclists face a $198 fine if they aren’t wearing helmets, use their headlights outside of daylight hours or don’t have their bikes fitted with a warning device such as a horn.

Say What

My mate was killed by a moron who backed out of his stinking drive on Mt Dandenong Tourist Rd straight over the top of him in 2014. What the hell does a bloody bell or helmet have to do with that?

The cops have good intentions but that paper....sheesh

Blame the cyclist. Whatever happened to driving suitably to the road conditions? Some driver re-education is well overdue.

Usual crap editing by our newspaper "editors". The fines only apply if you fail to use your headlights outside of daylight hours.
Also, as already mentioned: it's just more victim-blaming rubbish.

“Anything cyclists can do to improve their chances of not being knocked down is something we’d encourage,” he said.

You might as well be saying:

“Anything women can do to improve their chances of not being sexually assault is something we’d encourage,”

Whatever happened to focussing of the perpetrators. :| :?:

That would require very disconcerting introspection as you consider the sins of your own demographic
...whatever the road rules, self-preservation is the absolute priority for a cyclist when mixing it with motorised traffic.
