The title is not really supported by their text. It's click bait. Actually they show that in Australia, we have the highest car-to-hire-bike conversion rate they discuss at nearly 20%. This may merely reflect the low public transport mode share, driven by the underlying lack of government support for our public transport systems.

Not surprisingly MHLs and road safety concerns were high on the list of impediments.
