Where to buy Specialized Tarmac headset bearings?

Is there somewhere cheaper/better/faster than a Specialized shop, say CBC Bearings or other similar dedicated bearing store?

Almost certainly...but you'll have to take the bearings into the shop. I never buy bearings from a bicycle shop (although I have been known to contact Duncan at DIYMTB for some of their Enduro bearings).
Ours is not to reason why...merely to point and giggle

Headset bearings usually can't be found at general bearing suppliers, as the bevelled shells are unique to the bike industry. Providing you match the internal & external diameters, shell depth and internal & external bevels, you should be able to find a suitable aftermarket headset at any bike shop. You may also be able to find the bearings on their own.
I had a thought, but it got run over as it crossed my mind.

Erm..bevelled shells are actually quite common outside bicycles particularly for thrust bearings (which I believe headset bearings are). Though, granted, headset bearings are a relatively specific application...
