I've noticed a trend lately to using front panniers with a frame bag...I wouldn't worry too much about the bottles, get a bladder to place in the bottom of the frame bag plus a King cage mount for the fork steerer or mount under the down tube...there's a few alternatives...

Front panniers (low-mount) and a saddlebag or large seat-pack works very well in my experience for light touring. Balanced load distribution and leaves frame clear for biddons and pump.

SQR Tour by Carradice is another smaller alternative to a full saddlebag.

If you ride a normal sized bike of 60cm plus then you will not have any problems with frame bags taking space away from bottles.
Frame pumps will not fit on a head tube peg with a top tube bag but you can find good pumps that are small enough to fit inside most top tube bags. For light loads, saddle bags do work well but I prefer normal front racks, very easy to lash anything to, not so with low riders which are designed to just carry panniers. A high sitting one allows you to cart your light and fluffy stuff soft like clothes sleeping bag/ bivy bag or fly well away from your wheels, you can still use panniers if your wish and pull them off and on quickly.

I was replying to chillimagnum - he specified touring with no camping, no sleeping bag nor cooking gear. I assumed he is planning on staying in fixed accommodation (B&Bs, hostels, warmshowers), so carriage of bulky gear is kind of moot.

I occasionally go four panniers. Nice balance, super stable once you're moving and good weight over the braking wheel, but it does kill the responsiveness of your steering.

30km a day on a fat bike is further than you'll get in some places with a 26", 27" & 29" bike...

@SchuMi2 - Looks like you are carrying a lot of gear for a weekend? Are the seat and handlebar bags also self made?

I'm planning on riding the Goldfields track over 2 days later this year - but am hoping to make it with just a saddle and handlebar bag.

We were carrying all the gear we need for our 3 week trip from Melbourne to Sydney via the Snowy's at the beginning of November. Wanted to try the setup for balance etc and fitting everything in. All our gear is shared between two bikes. Seat bag = clothing, Frame bag = all spares ( bike and gear spares), handlebar harness = tent, sleep mats/pillows, ground sheet, bike cover, water and fuel tank bags = personal electronics etc. Wife carried the rest eg. cooking, food, sleeping bags etc plus her clothing and personals.

Seat bag was purchased but the frame bags, handlebar harnesses etc I made myself. We also both carried a back pack (20l)

Wouldn't mind doing the Goldfields one day.
