manufacturers who do a "lightweight" range in addition to their generic fare:
Radius Bikes - Neo range claims lighter weight

Feel free to add more and I will update this post if possible.

Early Rider
The 16" Belter looks very nice; belt drive, lighter than most micro race BMXs. Cranks look way too long though...
The Alley Runner is a neat balance bike, comparable to a Likeabike Jumper but with even more bling (carbon bars!) and a little cheaper.

Almost noone publishes weights though, some of the frame design is questionable (Trek for example), and plastic adornment is prevalent.
I'm also curious about the world of micro race BMXs (Redline, GT, Avanti/ABD, DK, Haro, Insense, Kuwahara etc); geometrically they are very similar to ByKs (or is that vice versa?), but even lighter and better specced.

And the 3-speed 20" has now become a listed model:

Still dreaming of the Belter though

The Jumper is part of a much larger range from a German brand called Kokua which doesn't appear to have Oz representation.
Another German brand that does have local representation is Centurion (via Advanced Traders) and they too have a range of kids and youth bikes.

If their naming/numbering convention is consistent, that is a 24" (600A) and a 700C wheel size.
Look good, though at 11kg it would be a stretch to call them light weight...
Mini v-brakes should be great for small hands. Levers still look pretty big though.
