That depends on your definition of "decent". In my books, they don't exist yet. But coming...
The advantage of a phone camera is that you happen to have it with you, so its handy for those unexpected moments. I'm sure there are better ones than the one I currently have.

Well, the deed is now done, so go get yourself a decent camera.
managed to scoop a new Mavic Aksium Wheelset from EBay for the pricely sum of $255 + $30 postage
Now just gotta get the other bits

I thought: "That's expensive for rims. If it's 'wheels', then that's different! Tyres and a cassette will still be another couple of hundred bucks though.

Nope, its a set of "wheels". The best price I managed to find was at Dean Woods for $329 + Postage, and most expensive was a LBS at $475.
The cassette and tyres will be approached with the same careful picking as to yield thebest bargains ...

After being pretty pleased that I got a bargin - Mavic Aksium wheelset for $280 posted.
Then was browsing PBK for tyres and they have a special - AUD $200.62 - Silver or Black
AAAAAAAAAARRRRRRRRRGGGGGGGGGGGGHHHHHHHHHH !!!!!!!!!!

But PBK has an extra charge for shipping wheels. It'll be close to what you paid for. So you didn't do too badly.
