Yes but to counter, various reports have identified that it will cost more to collect the GST than what it returns in revenue. If I had to pay Australian RRP for a groupset I would probably buy 2nd hand bits or just not buy bits at all. I wouldn't just accept paying an extra 200% because the loophole was closed, I would simply change my buying behavior.
End of the day I could see the whole thing backfiring, in order to appear 'fair' and appease some stakeholders they could inadvertently both create a cost burden and depress demand or lower the living standards of voters, remember its not just bike bits getting bought from OS.

I personally am pretty hardcore libertarian, and anti taxation in general, but there is a place for taxes and quality of life amongst this debate - your average middle to upper class Australian has no appreciation for the fact that their standard of living stands on the shoulders on their taxes, and that the alleged tax havens around the world are generally awful places to live compared to here.
Protectionism might be an unhelpful approach, but you don't practice reverse protectionism if you want your nation to prosper either. I don't think we really want to subsidise overseas imports, which is what is happening when we don't collect tax.
