I'd buy the $79 one but that's just me. Make sure you buy it from Australia with the sticker, could cost you a hell of a lot later on if a crash happens.

They are pretty heavy.
The only specific reference to weight I could find was 336g for the Chakra plus (in the mtnbikeriders.com review on the Velogear site)... with a budget of $40 max I don't think you'll do much better.
