Folks,
Just took a look at an ebay advertisement for a bike. I know everyone says that you can't get a good bike off ebay - but hey it's worth a shot. The specs are:

Forks are low-end - this is where they skimped. Other stuff is also low end(but not as low as the forks).

Price?
Think outside the double triangle.

SRAM X.7 shifters are good. RD is good, FD is not. Hubs I don't know about, but it looks like they might have skimped on wheels too.

eBay item - price guide ...

Checking the feedbacks - the price guide is around $450 - $600 for the 18in frame, with the gear as mentioned above. Is this reasonable or too expensive.
