Put in a direct request for the items with the stipulated free shipping. This is a reasonable (realistic) offer and not obviously a typo. Whether it is human error, machine error or sneaky is unknown. Potentially a genuine offer but not yet correctly setup in the shop.

After contacting them, if they choose nit to honor the offer (make screenshots / documentation) and you are compelled to challenge... then you could escalate ut. Not sure if the ACCC would be the right authority... but you ca ask google or Siri or Alexa.
