For wet weather pants I have some Marmot preclip full zip pants - they have full length zippers on the outside of both legs. Undo the zip from waist towards knees for ventilation, you can vary the ventilation to suit the conditions. The zippers themselves are not water proof and I'm thinking of retrofitting some better water resistant ones.

They are good in that they don't have to be slid over wet/muddy shoes, just undo the zippers and wrap around legs - then zip up. I don't think the material breaths at all .. which is fine given the use of the zippers for venting.

Floods in Blackburn Melbourne last night. Car stranded, whirlpool in the middle of the road. A bit over a metre deep. Footpath was about a foot deep so I took that not quite legal option.
