Is this a good deal for this bike?

Hi. Was wanting some advice please.

I have seen an Avanti giro womens F2 2016 bike for sale online. Second hand. It includes seat bag, Bottle holder and pedals for cleated shoes.

The price is $650. Its appears to be in excellent condition.

Is this a good deal?
