I know Victoria is way ahead of NSW in bike infrastructure but they don't have one of these:

They never had anything like that when I lived in Tokyo. Places like Shinagawa station would just have a massive tangle of bikes piled up outside the station. Theft was never an issue though, just weather + trying to find your bike amongst all the others! Mine was easy as it was the only 10-speed amongst all the standard single speed bikes.
Imagine how awesome it would be to have one of these at every rail station. We're about to start building new stations for the North-West Rail Link in Sydney, and I bet the bike parking is standard outdoor racks...nothing innovative line this!

That's mad! However, how does the bike stay upright with only the front wheel held? The back would swing around wouldn't it?

No. Try it some day with yours. The wheels are also kept in place by a slot on the floor.

I wouldn't wanna park at school. It's outdoor under where all the trees and birds are. And I wouldn't trust the kids who hang around there. When I park at racks with the front wheel in, the slightest wind would knock over the bike. That's why I now go rear wheel in all the time.

ive actually read that AUSTRALIA its self is behind in bicycle infrastructure in comparison to other countries in the world.

Regarding bke parking stations in Japan: increasingly, in many places, it's illegal to park them on the street.
