I was talking to a friend who has campy running gear and looked down and saw these small red tubes on the end of his cables, where you normally put crimp on metal bits. I thought that they looked familiar, but took me some time before I remembered where. They appeared identical to the OPs photos

thanks, now that you say it, the rear shift cable did not have a crimp on metal bit. I just assumed the LBS forgot it.

However, the other 3 cable ends did have metal crimp on bits.

I'd say that was a clip for mounting a stop-watch on your handlebars. For the time before electronic bike computers.
