Distance markers on the 1 in 20

I noticed the km countdown markers have been repainted on the 1 in 20 in shiny white paint. Anybody know who does it? I always assumed it was done by clubs running TTs up there?

Dunno .... But I felt like getting off and correcting "FINNISH" - or maybe adding
