Seriously though, a pair of aero bars should be the first step towards setting up a proper TT bike and position. Are you talking about drop bars with aero clip-ons or just plain drop bars?
I rode the NSW team TT champs last road season as a last minute entry. I didn't have time to set up a TT bike and my roadie has carbon bars (not recommended to clamp aerobars on top) so I rode the 40km with just drop bars. It sucked. My arms were flogged and I certainly wasn't as aero as I could have been.
Being able to rest in a nice aero position, drive hard in an aero position and change gears in an aero position are BIG advantages.
There was a good comparison done about what the best bang for your buck aero upgrades are - position (and aerobars) are at the top of the list.

My son is a cyclist and does about 3 or 4 time trials per year. I cant justify the expense of a TT bike (along with his road bike, track bike, BMX, MTB).
I bought a disc on the marketplace here very cheaply. Got some clip on bars from my LBS for next to nothing, out of an old unwanted bits bin.
For Time Trials we slide the seat fully forward on the rails, put the seat up about 4mm, and put the clip-ons on. Add disc wheel and second hand helmet I also bought on a forum.
If you look at his position in Photo 3, its pretty good for a road bike. He won this 26k TT by 46 seconds and had to slow down to miss a goat along the road.
So yes, what KGB said. Get some clip on wally bars for your bike.
