You'll need to organise for an accrediated coach or cycling official to supervise your session, or go along to Monday night training, which is supervised.
You (and your mates) will also need to have a Cycling Australia licence to be on the infield at the velodrome and you'll need to sign on before heading onto track.
Usually it's $10/session, $15 on weekends. You can buy season passes, I forget how much though.
They do have bikes for hire as well. Try the CNSW office, they might point you in the right direction for the above info.
if there was enough interest I could run an intro to track session for a group at times other than Monday night.
