recently changed jobs so back in the city, after a couple of years heading south, my daily commutes from Semaphore on port road have certainly been helped by the new bike lanes from clark terrace/cheltenham rd, although the state of the road, bumpy and glass is a slight downside.
they are designated no parking from 730 to 9am and 430 to 6pm, just wondering are Australia Post vans exempt from this, as they seem to love parking in at woodville road, requiring an quick entry in the left most car lane?
also who polices these bike lanes on main roads, state or local gov? over the past two weeks there's always a couple of different cars parked in them each day, but never seem to see a ticket on them?

Not sure about the PO van, but to answer the second part of your question:
- generally major roads (highway, arterial and collector roads) are controlled by RTA and state police
- local roads are controlled by Council. Complaints re parking should be directed to Council, although police can issue tickets for parking contrary to signs.

The national road rules have exemptions for buses and taxis when they stop for passengers but no bicycle lane exemption for postal vehicles.
