I think, but maybe wrong, the Chinese characters on the top tube say pear, quick , gorgeous.

Actually, it's just the name I was born with ("Michael" is my Anglicised name). I varnished the tag into the paint so that it would be difficult to remove. I thought that it would be a pretty quick and easy way to identify my frame if it ever got nicked.

Is it a 7 speed? If so how did you put STI levers on?

It's 10-speed Shimano 105 (mostly).

If you paint over the decals, then it aint a Repco Superlite anymore - just another mass produced, non-descript, Chaiwanese frame from any period over the past quarter century

Keeping the original paint and decals on it at least gives it some heritage value, IMHO

I half agree half disagree.
I like frames that are solid colors but I also know that takes away their original paint and so its not the same.
But I don't buy frames for the paint, I buy them for the quality.

I'm a complete newbie to fixes but can I ask if the chain tensioner is for bike without the horizontal drop out?

You don't need a tensioner for horizontal dropouts EG, moving the wheel back and forth in the dropout tensions the chain.
You can't run a FG with a tensioner.
...whatever the road rules, self-preservation is the absolute priority for a cyclist when mixing it with motorised traffic.
