Col du Telegraphe

We are four senior Australians who want to see part of the Tour de France on July 22. After we watch we will be driving north to Annecy.
Is Col du Telegraphe a good place to watch?
How far away is St Martin D'Arc? Is parking here possible?
We do not have bikes and are driving in early in the morning from Grenoble.
what we really want to do is go early, walk to a steep climb and afterwards travel north.
Alpe d'Huez, Col du Galibier and Le Bourg d'Oisans all seem difficult to get to or get away from.
Any suggestions will be appreciated.
