Yeah, it's a mini electric scooter if it doesn't have pedals. But still interesting nonetheless, it's designed to be a secondary/ancillary/backup form of transport to be stored in the car. Though it may potentially just be encouraging people to do even less exercise? I.e. you drive into town. Take out the bik.e and use that for your small trips instead of just walking around or riding into town int he first place. It just reminds me of smug hybrid drivers who think they are saving the world because they drive a hybrid car.. it just doesn't work like that in real life. A car is a car.
