Correct position of foot on pedal?

I there...I have a strange question today. Is there a correct position of where your foot should be on a pedal?? Should my toes be more centered on the pedal or should my heal?

I think where cycling shoes clip into 'clipless' pedals (which actually have clips!) gives us the best indication of where our foot should be on the pedal. The centre of the ball of your foot should be in the centre of the pedal.

I work with teenage kids and see a lot of teenage boys riding with their heels on the pedal and toes pointing out. Looks terrible and can't be very comfortable. You loose the ability to flex and extend your ankle when riding like this, so it must be very inefficient also!
