My 11 yr old son is looking at getting his 1st own track bike (previously used club bikes) but i'm amazed at the high prices. seems like you get little change if any from $1,200.00.
also seems like 2nd hand bike suitable for his size (small frame bike) are like hens teeth - all a bit frustrating.
i think the sport is hindering grass root growth with adult prices for kids bike imho.

Take a look at frames out of China (direct) on eboy item 280556991569
Probably the same as you have been looking at, but without the Label.
Others on the forum have used them, and they work.
With a bit of effort, and parts from the forum, could see your son on a
frame that will suit, and all under a few hundred bucks.
An intro into Track cycling, and a chance to see whether interests grow or fade.
Spend the big bucks later, when and if it works out it might be worth it.
My 2c worth.

I have a small Lenny Rogers steel road bike frame that I've put together as a track bike for my eldest (10 y.o.). It doesn't have track dropouts, but it does have the older style horizontal drop outs, so I can adjust the chain tension. A set of track wheels, a single chain ring, a bmx chain and we're off. I know it's not perfect, but it gets them out there.
As Brentono pointed out, the ebay VISP frames for $120 are great value. I know a few guys who use them and they're solid enough for their high BMI bodies on the track - I'm sure they'll be fine for a kids bike.

Our club has track bikes available on loan for juniour riders. I think we recently got some more through a community grant.
