What sort of frame is this?

And when I ask what sort of frame I don't mean the make, but what sort of bike.

The odd thing is the size of wheel it takes, 700c is too big (diameter).

The next question is does anybody want it?

looks interesting enough, I would def say it is quality frame, prob custom built, it has the chain pip and the extended seat tube and the pump bump or whatever you call it.

Any significant markings on the bottom bracket shell?

It's a frame for 650C wheels, probably a triathlon specific frame, possibly a Quintana Roo or similar.

Probably not custom built - Asian (Japanese or Taiwanese) production.
