identify frame

Can anyone identify this blue frame, with the twin tube on the top
Any clues or tips on how to repair or who to send to in adelaide
I've had it for age's - now my kids ride, I'm going to restore my old bikes.

Black one is likely Cyclops or Malvern Star(or a Malvern Star sister brand) due to the twin tubes touching where the top tube meets the seat post. I'd probably lean towards a Cyclops as the tubing looks quite heavy duty. The majority of cheaper frames at the time were like the yellow one. The blue one has me quite stumped but I like it. Never seen one similar but it appears it was made to be a derrailer model.

Blue frame will probably be a Raleigh Fireball or perhaps a Raleigh Rodeo.
