Personally, I like it. As someone who has commuted through this section of St. Kilda Rd daily for the past 4 years (on foot, on a tram and by bicycle), I think it makes a lot of sense. You really need your head examined if you're down there in a car first thing in the morning. It's an ugly mess, and this should help to improve things substantially.

I haven't commuted through that part for a while but when I did for over a year I remember having ride on the road over that bridge as the bike path was usually clogged with ped's
What I think would be a better idea is make flinder's st safer first for bike riders.. not to mention fix the pot holes that caused me to get a new rim on my bake tire a while back
