Where speeds may exceed 60 kmph

I am looking to build my own track bike from parts and have a few questions on sizes.
1. Do track bikes use 23c wheels? Or are they thinner?
2. Do track bikes use normal road drop bars, or are there thinner special ones
And help would be greatly appreciated,

They have track specific bars but you could get away with road bars.
And help would be greatly appreciated,

You'll notice the difference in road and track bars when you stand to sprint on a track bike. Road bars will knock the crap out of your wrists while track bikes are more flared and won't. They're designed to be gripped differently because you aren't reaching for brakes.

One problem I found was hand room. I've got big hands and had a set of Deda Pistas. I was constantly popping off the bar end plug. I've since gotten a set of those lovely 3Ts and they are super stiff and I love them. Not much chop for training though where you're clocking up the laps.
I have a set of road bars for training and they are super flexy compared to the scattos. That's the real difference between road and track bars. Not too much of a problem if you're not a sprinter type, but if you get up and put some power down then the difference is like chalk and cheese. The thing is you won't really know until you try both. I started out on road bars and they were fine, but after moving to the Dedas, I realised how flexy they were. I Also just brought a set of the alu PRO track bars to try. Nice hand room and I think they were only $70 from Bike24.

I have Roselli Pista's. They're awesome but don't buy them, hand positioning is too limited and gets annoying for longer races. I'm going to buy some road bars for when I do longer races so I have some different hand positions. Here's a picture of the bars on the bike.  Also, if anyone wants to see what happened to my Zero Track Bars, just say so. My advice if you get them stock standard, change them over straight away.

If you don't ride track often, stick to road bars (what endurance racers mostly use) I like my drops flat at the bottom and hated 'sprint' styled bars cause i couldn't get my hand on the bend (where you would reach for the brakes) so got the same bar as my road bike(3T ergonova)

most people new to track have their position way too low at the front and this is due to every manufacturer fitting sprint bars with huge drop to their bikes
use a nice stiff road bar unless you are planning to do a lot of hard sprinting (ie A grade) or gate starts
if i get killed while out on my bike i dont want a 'memorial ride' by random punters i have never met.
