supposedly a hillman

here we go photos what is this thig ?

suposedly hillman track bike but i am a little bewildered

Dropout have Shimano ufp-10 stamp on them & bottom bracket serial M9 29673
Sugino bottom bracket & sugino aero mighty cranks
tange forks with njs stamp
njs tange ritzy pro headset

Seat tube measures 27-28ish no callipers so hard to be exact but campy aero post fits so guessing 27.2
seat stays roll over top tube
