Re the angle of the bars, the 'proper' set up is to have the bottom of the drops level with the ground, and the bottom tips of the brake levers level with the drops (if that makes sense, there are youtube videos showing it). I always had my tilted up a bit as it effectively brought the hoods closer to me, but i recently set up a couple of bikes the 'proper' way and used shorter stems to keep the same distance and i find it a lot more comfortable. But the right way is whatever feels comfortable for you, it's not tricky to loosen the stem and rotate the bars a bit to see what you think.

The shifters look to be in the correct position on the bar, all it needs is the bar rotated forward till the lower section of the bar is somewhere near horizontal (if that makes sense).
