I have some questions.
I am aiming to have a recumbent bicycle custom built or buy one and adapt it to suit the needs of my 9 year old son who was born without arms. I really don't know much about how the recumbent bike.
My questions are,
which is better custom built or adapt a recumbent?
braking?
steering? as he does not have much upper body weight.
Are there any Australian safety standards required if the recumbent is custom built or modified? i.e engineers certificate.
If a recumbent bicycle was to be custom built. What is the best material to make it? i.e chromoly.

There is a discussion going on at BROL about a patent for a self balancing bike and in that discussion this question also came up and thishttp://www.fastfwd.nl/index.php?id=32 was the suggestion. Might be an idea to have a chat to them about the YEPP

I would suggest contacting Technical Aid to the Disabled http://www.tadnsw.org.au/" onclick="window.open(this.href);return false;.
They specialise in building bikes for kids with a disability & should be able to come up with something suitable.

Found this piccy on the 'net.
Reminded me that Greenspeed in Melbourne make the Anura tricycle.
http://www.greenspeed.com.au/anura_main.html" onclick="window.open(this.href);return false;
Perhaps they could be approached to make one suitable for your son, and make it adjustable so it can grow with him.
Even get this set up so you can ride with him.
