You could try a citrus-based cleaner.

Depends what you're doing...you're not retaping them?

Orange oil, steel wool and a little AutoSol to shine them up if you're doing the dog-c*ck partial tape job for a single speed or something.

Otherwise just scrape it back and tape over it.

Eucalyptus oil and a green kitchen scourer - shouldn't be so hard as to scratch the finish of the bars.

Citrus oil with rag followed by Chux Magic Eraser (I think that is what it's called) should do the job. BUt of you're taping over it again - don't bother.

Head to your local autobarn and pick up some "Prepsol or Prepwash"

It's a liquid hydrocarbon degreaser.

OK, been doing this one way too many times; Nulon Brake Cleaner from Super Cheap + a decent sized rag-guaranteed. The can of brake cleaner will set you back about $10 (don't bother with the cheaper stuff, it is rubbish), you will use at most 1/4 of a can to do the bars and will find it a great resource to have in the garage for other jobs. Beware it will give some plastics a hard time if rubbed in.

Edit:I should mention, any other quality brake cleaner will also work great. Unless you plan on using the bars sans tape you could always cover the sticky stuff with...

handlebar tape!!?

plus 2, I use Bosisto's Eucalyptus Spray and Home Brand 'green' scourers.
