What tool is used to make this happen?
The Campagnolo Super Record 11 Ultra-Torque Ti Carbon Crankset has unidirectional Carbon-Fiber crankarms with Dark Grey anodized chainrings and Black bolts. The two halves of the thru-axle are connected by a reverse-threaded titanium bolt. Campagnolo ceramic CULT (Ceramic Ultimate Level Technology) bearings are installed on both arms.
Also, my LBS states that he needs to buy a $800 tool for installing SR groupset. What would this tool be and might it be for something else eps related?
The Campy chain tool is very expensive... but that's $300 not $800
Go to a different LBS.

I've installed an SR Chainset to manufacturer's spec and instructions using no more than a Torque wrench and some Loctite 222 (as recommended by manufacturer)
That is, hand tighten the cups with Loctite applied, insert each side of the chain set and torque to spec. 5 min job.
As for the chain tool... yes the Campag one is expensive - $212.86 from Ribble. But Wiggle sell the Lezyne 11 Speed Chain Drive tool for $32.85. I used the Lezyne one and it works fine and does exactly what is needed.
Go back to the LBS and tell him you can supply the required tools for $700 and see what he says then.
Is there any tool that would cost $800 to build a bike from frameset up?
Even if there was, that is their problem, not yours
Or find a LBS that does deal in Campag already rather than having to setup and then wait for their tools to arrive.

Despite what the campy manual says, loctite and hand tightening is not the best way to install a BB.
As pre the original question. This is the crank bearing tool required.
That's the tool set for installing/extracting the bearing in place on the crank arms. Not for installing the chainset into the outboard cups fitted to the BB. The OP mentions nothing of touching the crank bearing... in fact he states it's already installed... as it comes from the manufacturer. Yes if you want to service these bearings the Park Tool is required. But it's certainly not essential for installation of the groupset.
There are 2 methods for installation of the cups and chainset by campy;
- The Loctite method is suggested when the BB hasn't been/can't be faced. (which is my scenario)
- Otherwise face the BB and install as per instructions (as per youtube vid )
Read the first post. Where in the title and words does it mention installing cranks into the cups?
You're right, it doesn't. The OP mentions nothing of the installation of the chainset at all. I was providing an anecdote that the installation of the chainset is a quick job that would require no expensive tool, as to address the query.
THe frame is bare, brand new straight from the manufacture, so no bearings are installed in BB.
ANyway, I think I can safely assume now that no tool is worth $800 to install anything on a frameset.
