Tyre width and the new wider rims

Just a quickie, does a standard 700 x 23mm clincher tyre (Vittoria Rubino Pro III to be precise) fit on the new wider toroidal type rims such as the ZIPP Firecrest clinchers?

I built a wheelset with 23mm wide rims. My 23mm Vittoria Rubino Pro IIIs fit of course and measure 25mm across when mounted. I'm currently running Rubino Pro 23mm on a Mavic A719 with 24.5mm outer, 19mm inner. It measures 26mm.
