Err - no again. I referred to the lower hooks, the lower tubes are definitely thicker than the top pannier tube - 16mm (or maybe it's 14mm). I did buy a Duo, but didn't like the way the lower hooks fitted. Luckily I was able move it on when I got rid of my Surly.
