Well after i saw this bike design I started thinking perhaps i could change my bike to look similar to it.
If i'd do it, obviously i'd want to do it on the smallest possible budget as i am a student.
My idea was basically to change my bike, a 2012 Merida Race Lite 904 to look just like that.

Starting from the easier parts, i thought just buy some maroon/red coloured handlebar tape. With the grips im not sure if i can buy them i a blue, so i was thinking of maybe painting them? Just worried that if i get sweat on the grips during a ride maybe some paint might wash off onto my hands?
I wouldn't change my rims, and the components i would leave as they are. As for the tyres well obviosuly i would paint them, thats just stupid... i've seen some 10-40$ tyres that are coloured on the internet, or i might just ask my LBS.
Which leads me to the most difficult part... i'd somehow have to change the colour of my frame, how should this be done... that is if it's even possible? Is there some kind of special paint that i can use and is there anyone that knows how to do it properly?

Vinyl paint should be ok for wear and shouldn't rub off too easily.
As for the frame, most likely need to sandblast or strip the paint off before you can do anything to it.

Also I haven't actually seen that colour of handlebar tape yet, and i've been looking around for a bit... Would it be possible to dye some white handlebar tape?

You can buy pretty much any colour tape you wish. I don't think you're searching hard enough.

Why not just import a pic of your bike into photoshop like the other bloke did?

Do I pay some bills?
Buy some food?
Get some beer?
OR
Paint my bike wacky colors?
