I'd guess it may well be a European (Dutch) travelling cycle-tourist, stopped by in your town for supplies.

Dursley Pedersen have a particular look. Tastes are one thing, it's all a question of how you respond to that. I'm not nominating it for an "Ugly bike award".
I also don't particularly like the Mona Lisa either. But I'd have a bit more respect for art enthusiasts judgement, and the legacy of da Vinci, than to suggest the painting should win some "ugly award".
