the way I read it, is she doesn't care much about what she did but is more interested in how long it will be till she receives the fine in the mail

Yes that is indeed probably true. But meh.. its an apology and at least she gave it a second thought after the event. Surely thats still a win. If you do that well with most near misses then you are doing better than me

Most motorist have no intention of hitting cyclists, it is usually not planned or intentional. While it doesn't mean that incidents are unavoidable, awareness is key.
