ACT Labor is already delivering Active Transport options.
The ACT Labor Government spends $4.6 million on the maintenance of 2,000 kilometres of footpaths and 400 kilometres of cycle paths each year and $3 million on new paths as part of its capital works walking and cycling improvements program.
The current program indicates the extent of the Government’s investment in cycling infrastructure:
Urban Improvement Program – walking and cycling infrastructure stage 3: $5.5 million over 4 years (scheduled completion June 2016);
Works in progress – Transport for Canberra – walking and cycling infrastructure: $4.8 million (completion June 2013); and
Works in progress – cycling, signage, footpaths: $9.0 million (completion June 2013).

We will continue to deliver important infrastructure that is aimed at promoting cycling as part of our transport and commuting package including:
An ongoing program to upgrade shared paths and on-road cycling facilities to ensure that the network is available to both pedestrians and cyclists offering a safe environment for all;
The delivery of the Civic Cycle Loop project that provides cyclists with improved access to and around the City, minimising the risks associated with travelling on congested footpaths or busy roads in the City to encourage less confident cyclists to ride more often. The majority of the cycle loop will be separated from general traffic;
Finalisation of design of a major off-road shared path along Yamba Drive from Adelaide Avenue to the Canberra Hospital, which will provide improved access to the hospital and link into the existing on-road and off-road cycle routes;
Projects to install lighting along high-use cycle / community paths to improve safety;
The roll out of new bike and ride facilities to encourage healthier and more active travel choices for Canberra commuters by allowing users to ride part of their journey by bicycle and travel the remainder of their journey by public transport; and
Continuing to install the popular bike racks on ACTION buses (80% are fitted with bike racks), free bike cages, lockers and rails are being provided at bus stops, bus stations and park and rides on ACTION’s Frequent Network.
ACT Labor will construct an off-road cycle path adjacent to the Majura Parkway.
This commitment will see an off-road commuter path built alongside the Majura Parkway. ACT Labor has already allocated $0.5 million for detailed design work and an environmental impact assessment for the off-road path which will help inform the final costing for the project. A feasibility study has already been undertaken for the off-road path which will run parallel to the Majura Parkway from the Federal Highway to Morshead Drive.
ACT Labor will invest up to a maximum of $12 million for the off-road cycle path, with final costing to be determined once the detailed design work and environmental impact assessment are finalised. The off-road cycle path will be completed in 2016 at the same time as the completion of the Majura Parkway.
ACT Labor will commit $4 million over four years to an Active Transport program targeted specifically at making cycling safer for children.
Active transport is a key element if the Transport for Canberra policy that was launched in 2011. It involves physical activity—walking or cycling.
Cycling and walking are healthy forms of transport that use energy, land, financial and material resources wisely. Both walking and cycling are low-impact ways to be physically active and obtain health benefits, including a healthy weight.
Of the ACT community, 43% of citizens over the age of 18, 19% of Year 6 children and 16% of high school children did not participate in sufficient physical activity to meet the National Physical Activity Guidelines. We know that 15% of kindergarten children in the ACT in 2010 were measured as overweight or obese, an increase from 12.8% in 2008. We also know that by the time kids reach year 6, that figure climbs to 25%.
The Active Travel to School project has been developed through the ACT Government’s Healthy Futures, Healthy Children Program, and the National Partnership Agreement for Preventive Health.
The project will support government and the community sector over the next four years to develop programs that increase safe walking and cycling and promote walking and cycling to school to the school community.
ACT Labor will deliver a program of works that will focus on the safety of children, in terms of both walking and cycling infrastructure. This will include separated paths, greater visibility and lighting on the most commonly used paths around schools and our shopping centres.
