IOW the number of fatalities in 2017-18 financial year is within one standard deviation of the 10 year average and all but within 1SD of the 20 year average.
And that shows the real story: that bicycle deaths have been pretty static - at least since 2007, possibly since about 2000. There is no terrible surge in bicycle fatalities; but the fact that they are static is horrific enough, and reason enough for serious action.
