Fake.
The only 'bait' was the click as some already posted in the comments.

Does anyone know if Victoria police use UV light for invisible ink type marking of property? I'm thinking of buying an Edding 8280 marker or Sakura marker.

The use of security solutions is inconsistent - officers may not have access, knowledge and sometime interest in detective work for bikes.
There have been a range of solutions such as microscopic dots that require a scanner or devices to magnify and identify but unless there is a critical mass, police are unlikely to have the equipment or be trained in it.
Everything you can do to make your bike identifiable helps, though if you have a photo and report it stolen then there is a good chance that police would believe it was yours if recovered… so ultra violet markings don’t hurt, but may not be as useful as a visbile narking like an unique etched number.

I've heard that police will engrave your license number on underside of the bottom bracket but not sure they still do that in Vic. The Rohloff hub on my bike is the most expensive part and the serial number is recorded with Rohloff which would help. Also I have the pitlock keys which are supposedly unique to the skewers I bought.
